I am directed to acknowledge the receipt of your letter of the 18th. instant and to inform you that the amendments suggested in the first paragraph of your letter will be made in the Bill to prohibit the exportation of Prepared Opium to China which is at present being considered by Committee of the Legislative Council.

With reference to the 2nd, and 3rd. para-
-graphs of your letter His Excellency the Governor would prefer that the law in Indo-China relating to the export of prepared opium should be explicitly amended so as to prevent the import
of prepared opium from Indo-China to Hongkong.
